Is there any reason why I can’t use google maps or Waze ? The GPS on my phone isn’t working and yes everything is turned on

no I didn’t jailbreak my device and it’s not just google maps ,even Apple maps doesn’t reveal my location and find my iPhone . And yes everything is turned on …I also reset my iPhone and it didn’t still work
GPS is only usable outdoors with a clear view of the sky in all directions. Your iPhone therefore supplements it with the locations of known Wi-Fi networks, so you must leave Wi-Fi on all the time, even when not connected, for GPS to be accurate. You must also leave Location Services on all the time.
There are GPS monitoring apps that can test the GPS receiver in your phone; GPSDiagnostic is a good one, and is free in the app store.

The pop-up does not seem like an iOS default warning pop ups. Have you Jailbroken your device?
