My credit card was compromised , how can I add the new one and delete the old one?

Are you trying to change the Credit Card details used to
a) make purchases from your AppleID account for Apps, media and Apple Services
b) change the credit card details used with your Safari browser - using Autofill
c) update your credit card details used for ApplePay
…or a combination of the above?

Note that if you only have a single credit registered to your account, you must add a new card before the old card details can be deleted.
Safari AutoFill
You can add/delete/edit your credit cards that are registered for AutoFill here:
Settings > Safari > AutoFill > Saved Credit Cards - tap Edit
Wallet & ApplePay
Settings > Wallet & ApplePay > Add Card
Existing Credit Card details can be edited by tapping the existing card entry.
