Error in billing information / installing error

so i was using this visa card for my payments and subscription it was all going fine now suddenly i dont know it keeps showing me error even im installing a simple free app tho i dont have any active subscriptions as well and I checked the availability of this payment method in my state and that is a green sign too i dont understand how to resolve this if any one can help i ll be really thankful. * i only have one payment method so don’t ask me to change suggest smthn else pls.
