iPhone 11 stuck in Attempting Data Recovery?

I have the unlock activation code for my iPhone 11. However how come the phone is stuck in Attempting Dat Recovery Mode?

Re-actívate iphone after erased My dad accidentally de-activated his iPhone and am trying to help him recover it by re-activating it. The screen is frozen with “iPhone de-activated, connect to iTunes”, but I don’t own a computer or laptop or iPad. It has a SIM card and replacing it does nothing. please help me out with this problem

That did not help. ts like the phone doesn't recognize any o the buttons that I press. If I keep doing it, I then get iPhone unavailable, try in again in 58 minutes or whatever. I am stuck here.
