Cannot install OS in a late 2012 Mac mini

I have an old 2012 Mac mini that I want to sell and for this reason I erased the SSD drive, but when I boot and try to install OS Catalina using the Recovery Partition, it begins the process but in the middle of the installation it stops and I read a message saying that the OS cannot be installed and that I have to contact Apple. Is this correct? Is this OS not available anymore? What do I do to solve this problem.

Use Shift-Option-Command-R  format the drive "Mac OS Extended (Journaled)" and then install the "original OS X" that came with the 2012 Mac mini. see > How to reinstall macOS - Apple Support


Then sell it and let the new owner upgrade to the later macOS using their Apple iD.
