When I tried to install YouTtube, It seems like I am not allowed to install it

iPhone 7, iOS 15

It requires iOS 14 or later.

if you have an iPhone 6, you can not install it.

I cannot open/download YouTube due to restricted mode i have no memory of turning restricted mode on, and according to my iPad it isn't on (in the screen time setting everything looks fine).
