The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

The instruction on how to set up the forwarding of phone calls to your iPad are in the support document Make and receive calls on your Mac, iPad, or iPod touch - Apple Support

The message in your screen shot is advising that your devices must be signed into the same Apple ID account.
