I need you guys help, my payment for the purchase I made was charged but with my cousin’s billing address and name which I forgot but my debit card with a different name and billing address linked to Apple Pay got debited anyway? Does billing address not matter much??

Apple Pay payments come directly from your debit or credit card in the Wallet app, which in a transaction is authorised by your bank and has no contact with the billing address you have recorded as part of your Apple ID.

That's a different question. If you bought it from Apple you'd have to contact them about the timing for a refund: Get Support. If it was directly from another vendor contact them.
How long does it takes to receive my refund , it has been approved since 17th of October but no traces of the money yet and One more thing, my cousin billing address and name was on the receipt of the purchase . Does it still not matters ?
