Unable to verify update

I cannot get my watch to update. I've followed the steps in the support article to unpair the watch and do the update. It still gets to the preparing stage and then says it cannot verify the update because there's no WiFi. There is no problem with the WiFi. I even tried it on another WiFi network and it does the same thing. I have unpaired the watch several times, uninstalled and reinstalled the watch app, restarted my router, forgot my WiFi network and rejoined. Nothing works. My phone is a XR and is up to date.
