Apple Business manager Application download issue

I realized that I can't install applications through a users that I create on Apple Business manager, I marked with a V all of the necessary privileges, and still once that I try to login with the content manager user to IOS device, I can perform the Login, but I can't download applications through the App store.

on some places its written that it's possible, and on some places it's not clear.

After I failed with that, I tried to understand how can I assign the apps that I "purchase" through the business manger to each user, but I can only assign it through locations and can't really see how I can assign it to users or even groups.


I would like to be able to create a user through the apple business store, that can access IOS devices and has the privileges to download applications, that I can manage it and reset it's password when necessary.


Any advice or did any of you saw a good applicable way to apply that?

do you have any idea why I can't download the apps through "content manager" user or why I can't ?

Do I need to use VPP maybe or is the only way is to use MDM such as JAMF, Khadi, or other MDM solutions?

Managed Apple IDs do not support App Store. VPP requires an MDM like Jamf, Kandji, Mosyle, or Apple Business Essentials. Content Manager role allows the holder to acquire licenses from the VPP portal within Apple Business Manager.
