What happens if duplicate apps grow in the App Store?

Greetings 

I am writing to notify you about a leak in the Appstore , which is against Apple's rules but it exists, And it could harm the performance of the App Store Performance for its users.

Have you ever noticed duplicate apps in the Appstore? There are some apps available in the Appstore that are exactly the same as each other even in names, in the icon and the same creator, Why shouldn't there be any structure to stop these activities in the store? 

Look, here is the exact roll for developers from the Apple Store to stop the developers from creating copied apps.

Don’t create multiple Bundle IDs of the same app. If your app has different versions for specific locations, sports teams, universities, etc., consider submitting a single app and provide the variations using in-app purchase. Also avoid piling on to a category that is already saturated; the App Store has enough fart, burp, flashlight, fortune telling, dating, drinking games, and Kama Sutra apps, etc. already. We will reject these apps unless they provide a unique, high-quality experience. Spamming the store may lead to your removal from the Apple Developer Program.

Although this is available in the Apple Store agenda for all the creators, still there are some developers who copy the same app and publish it in the Store. Just look at the picture below, Same name, Same performance, Same icon, Same creator, but two different apps with different URLs ,How this could be possible?

Why did Apple not take any serious action against some of the creators who are trying to do these kinds of activities?

While some of the apps are clearly copied, Some others not, but still they are copies of each other,  For example these two apps have the same functionality, same performance, same creator, but just use two different names while these two apps are just a copy of each other.

The result of growing duplicate apps will be the crowded Appstore with lots of apps with the same performance and in these crowded platforms, It could be harder for users to find the best product that really deserved to be in the Appstore.

I am writing to ask you about if anyone knows Appstore is going to have any plan to stop them or not? Anyone know?
