My credit card was cloned onto Apple Pay and now my Bank will not refund me - its huge Fraud - How can Apple help please? I cant even find transactions on my phone, nor did I get any notifications?

I'd probably search for a different bank/card issuer. But, it's easy to understand why the bank does not believe they need to cover charges.
What you describe is highly unlikely as someone would need physical possession of your card as well as the online credentials to your account to authenticate adding the card.
I'd probably escalate at the bank and see if you can find locations, etc. that might assist you in making your case.
For that to happen they would need access to your credit card and the credentials to your online account to verify the card. If you feel this has been done, contact your bank/card issuer as only they can assist.
It appears they cloned my card onto Apple Pay on their phone or Mac? They did not have access to my Apple ID at all?
I have contacted my bank and they say it’s my responsibility
