The same way you access it anywhere else. Settings>WiFi.

Select the network you want to join, enter the password for the network.

Umm.. the same way you access WiFi at home...?

Not sure what more anyone can add to that. Why do you expect WiFi to be different in a different country.

Maybe you could explain your concern in more detail.
