I added a download to iTunes, but i can’t add it to my device. The clouds are out lined.

I added a download to iTunes, but I can’t add it to my phone. The clouds are showing a dotted outline. It says iCloud music library, waiting to upload songs. It been doing that for hours

Restart iTunes, then use File > Library > Update iCloud Music Library.
