Yours is the third report of this issue that I have seen within the last 24hrs. This appears to be a bug affecting some models of iPad.
Pending a fix, you might contact Apple Support to seek assistance. You can contact the Support Team using the Get Support link at top-right of this page. Alternatively, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

When submitting your bug report, ensure that you include specific details of your iPad model in the body text of your report. Every report counts - as until sufficient reports are received, Apple may not assign resources to investigate and resolve the issue.
