Since time immemorial, in most apps you've been able to press CMD + ` to move to the next window in that app. Since Ventura, Mail refuses to recognise this shortcut, meaning an annoying trip to the the "Window" menu every time you want to change window.
Any suggestions/ideas? The shortcut still works elsewhere (Finder, apps like Word etc.) — but Mail is refusing to play ball.

Edit: I found that BetterTouchTool has a great option, Show Window Switcher for Active App, that works similarly except it shows a little clickable menu of the current app's Window titles, more like the functionality of the Cmd+Tab app switcher. This should work pretty well for some people out there.
Works fine here.
Try booting into Safe Mode then restart normally. Sometimes that will clear glitches.
This is what I am experiencing in Mail in Ventura, regarding this issue: Command-` works, but not completely.
Say you have windows 1,2,3 and are at window 1. I can press Command-` to go to window 2, and again to window 3; but then it does NOT circle back to window 1, as it used to work, and still does in other applications.
Does that match what you are seeing?
I found a workaround, of sorts: once you reach the "last" window, you can navigate in reverse by using Command-Shift-`
It goes "1 way", meaning it cycles through windows once, one way, with "Cmd+`". I can cycle back with "Cmd+~". It does not repeat the cycle link like Cmd+Tab does for apps. This is also not the way tabs work—tabs also repeat, starting at the first and going to the end.
It's a dreadful change.
To describe it for people who are insisting it's not broken:
If intentional, this is a silly design choice. Why would apps and tabs cycle as they always have, but window swapping got kneecapped?

The heads up display (HUD) Command ~ (Command tilde) is for changing/seeing open applications...yes the default.
I see no issue on Ventura.
Try shutting down & rebooting the machine and try again or Safeboot as recommend above.

FWIW, Command tilde switches between open windows of an app. Command Tab switches between apps.
Thanks, will give that a try. Oddly restarting Mail solved it; then after an hour or so it stopped working again. I'll try Safe Boot trick. (I'm fortunate; the last major OS upgrade bricked my iMac and it took an Apple Store visit to solve it — this will teach me to early adopt! :-))

FWIW, That's not exactly what I see. What I see is windows 1 to 3, then the main Mail window then back to 1 to 3. In other words it toggles through all the windows.
As I wrote earlier, I did experience this, but just now I tried to reproduce the issue and I can't. I tried Mail, and Safari, with several windows, and kept pressing Command-` a great many times, and it always worked.
I have not yet updated to 13.0.1, so that is not the reason it is working... mysterious why I had the problem but no more...
I have 4 or 5 Mail windows open (e.g. I'm working on multiple messages) and want to swap between them. The standard CMD + ` shortcut works all across OS X (and did so in Mail until Ventura).
Oh and to be clear, by CMD and ` I mean the ` or ~ key. I think this has been a standard shortcut since about 10.2!
You're welcome. FWIW, I've been running Ventura on two different Macs for 4 months, 21 days so I don't think it's an early adoption issue. 😎
