I have tried to update a few times following your directions. It wont update. I have a 13 Pro with 15.7 software .
My watch won’t update. I’ve followed directions

In order to update the watch to OS 9 you need to be running IOS 16 or newer on your iPhone.
Update your phone first then the watch.
