This is a user to user forum. You are not addressing Apple here. We users, did not cancel anything.
Apple, has not said why the 6s does not get iOS 16, but it's likely because the iPhone 6s is now too old, and lacks the hardware, RAM and CPU to properly run iOS 16. It is after all 7 year old hardware.
If you want iOS 16, you'll need a newer iPhone. iPhone 8 or later.
