I've recently updated my iPhone 13 pro as well. Before it installed it took quite some time to download the update itself. If you indeed go to settings --> Software update, you can see whether there is at least an update ready for your device.

Does it say 15.7 is up to date?

Do you have a profile in Settings->General->VPN and Device Management?
