shortcut for apple tv remote to set reduce loud sounds to off is not working

Using shortcuts, (Apps - Apple TV Remote) ‘set reduce loud sounds’ to On on AppleTV works, but the same shortcut with the value set to Off does not. I confirm this by running the shortcut, then verifying the setting on the Apple TV.

Does anyone else see this? Is there a solution or work around?

IPhone 13 Pro Max IOS 6.1 and Apple TV 4K with TV OS 16.1
