Will Ventura correct my iTunes issues?

I had help from Apple support numerous times this year because my iTunes continues to act weird (not syncing to other devices, playlists with many songs tend to jump around when listening, editing, etc., deleted songs redownload, etc.) but that help mainly consisted of tossing the issue to the engineers and telling me to update and upgrade when I can. The last three big macOS releases always mess up my iTunes/Music (I don't subscribe to Apple Music but I do use iTunes Match) so I am incredibly apprehensive about upgrading to Ventura. Is it worth it? Does it fix any iTunes issues?

The iCloud Music Library issue was resolved in 12.4:


I've been tracking an issue with 12.6 not able to properly convert .itl files which is fixed in Ventura from my own testing, but I've yet to see anyone post about it.
