You can't use Time Machine either. 8^)

I fixed the problem on a call with apple support.
the guy made me restart my Mac and then instead of going to updates in the App Store, he told me to look up garage band in App Store, and there was an update there that didn't show up in the updates section, I updated it then he told me to restart my computer again. when I turned it back on it was working.
try this and see if it helps."
I have GB 10.4.6, which is a 7 month old update, so there is no new update that will let me open GarageBand in Ventura. I have clicked on different existing projects to try to open it that way but no luck. My guess is that we will all have to wait for an Apple update.
SOLVED!
i figured out my issue and and i hope this helps everyone else.
when loading the application it would freeze on the "Updating Audio Unit Plug-Ins..." prompt
it finally told me why it was taking forever, and it was a plug-in that i haven't used (thought was deleted)
so i took the liberty and searched in Finder the plug-in and BOOOM!! there it was alongside other ones i "thought" i deleted
after trashing them bad boys GarageBand band opened finally.

What OS were you coming from? i.e., what version of Garageband do you have?
it worked on OSMonterey but since the OSVentura update GarageBand has not responded
it is possible that GarageBand isn't compatible with OSVentura yet so i guess we need to wait for an update, but i am a musician and i need to work so we need to figure out a solution.
Came from Monterey and using the latest GB version though I can’t open it to find the version number. I do not have any 3rd party plug-ins.
Can you use Terminal to go back to your last version of Monterey?
No clone, and I meant Time Machine, not Terminal
GarageBand 10.4.6 is running on my Macs with Ventura.
Have you tried to to switch to a different project? The project you are trying to open might contain incompatible audio files.
in have uninstalled and reinstalled garageband and still wont open
guess I'm just unlucky. I have no 3rd party plugins and GB still doesn't open. I've tried everything mentioned in this forum with no luck.
Hard to say. 10.4.6 opens just fine for me.
