Is your Apple ID set to a country where Pay Pal is supported as a payment method? link-> Payment methods you can use with your Apple ID – Apple Support
If PayPal is not a payment option in your country, you can't use it. Changing your Apple ID to another country requires that you have a billing address in that country and yes, technically, that you are in that country. It also requires that you cancel all your existing subscriptions.
The option is just not there, if i change my country does paypal work? Or do i have to actually be in that country?
