Impossible to turn off voice dialing

I have "Voice dial" turned off in "Touch ID & Passcode", yet when I accidentally activate "voice control" on my Bluetooth headphones, the "dial" and "call" commands are still there, among the music controls (which, seemingly as a mockery, are proudly "always enabled").

This has been a live bug for quite awhile it seems, since this old question (exact same problem) regards ios 14.6:

hide keypad button disconnects call When I have used the keypad during a phone call and wish to switch to speaker mode, pressing "hide keypad" disconnects the call. My phone is an SE2. IOS 17.1.
