I have an Imac with macOS Big Sur can I migrate it to my new mini with macOS Ventura

Absolutely, please follow the steps in Setup Assistant and Migration Assistant and the migration will be quick and simple!

Yes.

The migration may go more smoothly if you migrate only user accounts and files; then recreate everything else from scratch (including reinstalling software from scratch using the latest installers).
