Quick Start Question

Thanks. Will a direct Quick Start Transfer (non-iCloud related backup or restore involved) between qualifying iPhones work over broadband or Bluetooth - or does it have to use Wi-Fi?

According to Apple:

You will need to connect your device to Wi-Fi or your device's cellular network.

Thanks. I just walked someone through this this morning and she was successful with only her new phone's voice and data service activated. So now I'm wondering how the old phone, no longer having voice and data service activated, transferred over all her data... (?). Also this video would be perfect (seen it) but it references iCloud - something we're prohibited from using.

Much respect Apple but I called AppleCare (chat) and the best response they could muster was: "well we do encourage the use of wi-fi during the quick start process to ensure there's no data loss". Makes sense but the question wasn't and could't be answered: Again, is WiFi a requirement for direct Quick Start to work or are the devices able to communicate without it through some sort of Bluetooth or low level communications conduit?
