Family plan removes student who is in another country for her studies

Hi my daughter is studying in another country and now she can not be part of our family plan anymore. If Apple does this because of country/region reasons, Apple should only block the content that are having issues and not remove my her from our plan

Because that's not how it works. Each regional store is handled differently. Family members must be members of the same regional store. To change stores your daughter not only needed to leave your family group, but she will also have lost access to any past purchases not already stored locally on her computer or devices. If she has any apps she will find it difficult to update them. While it is possible to change regions in the store it should be avoided if at all possible, there are significant drawbacks.
