Siri not working

I’m running 16.0.3 on my iPhone 14 pro and Siri is on and seems to try to listen but cannot seem to connect to the server to actually do what I want. Similarly, the talk to text in iMessage spins around but never actually creates text. I’ve restarted my phone and turned Siri on and off but to no avail. Help
