Some reports indicate AccessibilityUIServer is tied to the Switch Control head-tracking accessibility function. AFAICT, Apple hasn’t documented that particular component of iOS and iPadOS, nor its use of protected cloud storage. That component defaults to enabled, and is part of the standard iOS and iPadOS install.
