Apple TV remote unable to control volume on Toshiba Fire TV

I go to Settings and I’ve tried every option to get my Apple TV remote to control the volume on this TV and nothing is working. HDMI-CEC is turned on in the TV’s settings. I’ve used multiple HDMI cables and I’ve updated both the tv and Apple TV. I’ve also unplugged both and plugged them back in. I’ve seen similar questions in the Apple community but none have answers.

Yes, it should.

By default it will use the most common volume control signals for that. If ‘Auto’ doesn’t give the desired result, try one of the other options. For TVs or audio systems that use different signals for that, the Apple TV system can be learned those custom signals.

If the TV doesn’t respond at all to the remote’s volume changing efforts, then try restarting just the remote, as described on: If your Apple TV remote isn't working - Apple Support
