Hi, I have photos on Mac Mini, iPhone and iPad that are distinct, i.e. each device has different set of photos.
I want to merge them all into one device and then sync them all into icloud.
At the moment iCloud sync is not enabled for photos on any of my devices. I want to enable it but ensure all the 3 distinct set of photos are all available on iCloud without losing photos from any device.

The easiest way may be to merge them using iCloud.
If you sync all three devices to the same iCloud, they will be merged there. Any exact duplicates should not be duplicated - any distinct images will be kept.
Start by syncing the device with the smallest library, and work up.
Hi. Thank you for your reply. But are you sure this will work. Say, if I sync Mac photos to iCloud first, and then enable sync to iCloud from my iPhone, will both sets of photos be retained on iCloud.
Unfortunately I don’t see any solid documentation or experiences around this. If this is something you have done and are sure about, I will try it out. I’m just afraid i’ll lose photos from one of the devices.
Yes it will work. I've used this method to merge two libraries on my mac. But since you are concerned, you should make a backup of your devices first. (You should have a backup in any case, regardless of syncing devices.)
