Not experiencing any issue on Venture and have upGraded 2 Apple Silicon computers from Monterey 12.6.1 to Ventura 13.0

1 - Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.

2 - Does the issue present in this mode ?

3 - Sometimes a Safe Boot followed by a Normal Boot will just put things right.

4 - If not - there could be something in the main User Account playing up. To further isolate this - Set up users, guests, and groups on Mac. Then log out of the Main User account and log into the dummy account and test again if the issue persists.

5 - If the issue is present in the dummy account - then, this appears to be a System Wide issue on the computer.

6 - Download the Application Etrecheck directly from the Developer.

The application is free or paid from added features.

It will take a Snap Shot -  both the hardware and software.

The Report will Not Reveal Any Personal Information.

Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac? Some of these types have become more incompatible with the newer systems. An Etre check report will help us identify the cause. Add the report as shown below:

Copy the report

and use the Additional Text button to paste the report in your reply.

Then we can evaluate the report to see if we can determine the cause of the problem.

Very much agree with Santa Toad ( aka @Old Toad )

Download the Application Etrecheck directly from the Developer.

This is a Diagnostic Tool that makes no changes to the computer.

It makes a coherent and readable inventory of both the Hardware and Software used on the computer

The application is free or paid from added features.

On the newer Mac download and run Etrecheck.  Copy and paste the results into your reply. Etrecheck is a diagnostic tool that was developed by one of the most respected users here in the ASC and recommended by Apple Support  to provide a snapshot of the system and help identify the more obvious culprits that can adversely affect a Mac's performance.

I tried earlier to reinstall ventura but that didn't help.
Now i created dummy account logged in with it and had the same issue.
Same thing when i boot in safe mode.

you think i have to format and re install ventura?

A - This is an option of last resort but if that is what one believes is best for this machine - proceed

A- If going that route, suggest do not use Setup Assist and Migrate from Older Computer to a Pristine and Virginal installation.

A - Going so may just Re-Introduce the existing issue right back into the computer

A - IMHO - it would be best to only install new application etc Directly from the Developer or the Apple Apps Store.

A - One can always recover Personal Data later via a Time Machine Backup

After Insstalling Monterey did the user use Step Asset to migrate things back from a TM Backup.

If that was done - what every issues existed at the time the TM Backup was performed would have been re-Introduced back into the computer.

That would have effectively Negated the Monterey clean insatllation.

THen, when upGrading to Venture the newly Re-Introduced Issues would have carried through to Ventura
