My locked notes do not sync across my devices. The problem gets solved after temporarily removing lock. All are M1 devices (iMac, iPhone, iPad) updated to latest version (Ventura & 16.1). I use a password lock different from the device lock. The note has 64000 words.
iMac (24-inch, M1, 2021, 2 ports)
Unfortunately the problem is still there, the long locked notes are not always syncing. I also lost some pieces of the long note while syncing from a Macbook 12 with Big Sur back to my M1 iPad. The only workaround is to temporarily unlock the note and lock it back.
I think it is a bug applying to long locked messages, not been able to sync in a consistent way.

I checked in safe mode, the sync procedure works fine for all locked notes! I then checked in normal mode and it began syncing, although very slowly regarding the big notes!

The big notes do not even load in iCloud.com from any computer's web browser.

only the bigger locked notes do not sync among devices (e.g. 64000 words). Smaller locked notes (e.g. 400 words) do sync without any problem.

All devices are using the same Apple ID and are connected to the internet. Signing out and back doesn't help.
The issue happens only for locked notes.
I do not see why to go to safe mode to check. As said the problem gets solved after temporarily unlocking in normal mode.
Locking of notes is from an individual device , the notes preferences are set from hardware address of Mac / iPhone / or the iPad being used , the locked notes will never sync even the devices are signed in with same Apple ID and password on the same network , even notes box is checked in all of them .
