My iPhone Xr is showing me the date and time in Etc/Gmt+4 time, instead of Jerusalem like it should be. it's basically 6 hours earlier than it should be and it always goes back for a few minutes and then changes again. It's been like that for two days already, I tried restarting my phone multiple times, changing the location or time but nothing helps.

Ask you Carrier to Modify this:
If nothing can be done an Apple's end, then ask your Carrier, if they can configure the clock on your iPhone. They configure the SIM card, so maybe they can do something about this.
