Alarm postponed by amber alert while sleeping

Literally for years, every question about alarms not sounding because of an amber alert gave been referred to this article (How to set and change alarms on your iPhone - Apple Support) for the answer. It does not address the problem, which is that if your phone is in silent mode, the alarm does not sound until you turn off the amber alert. Earlier tonight I was using an alarm to wake me up to take an important medication. I woke up three hours late & noticed that an amber alert had gone off while I slept with my phone on silent as usual. The alarm went off as soon as I cleared the amber alert. I realize that I can turn off amber alerts, but I shouldn't have to in order to maintain normal alarm functionality. Please fix this or tell me how to avoid the problem in the future without turning off amber alerts. This strikes me as a bug. Alarms have to be totally dependable if they are going to be useful. Apparently this has been a problem for years & has not been addressed as a problem in the iOS.

This isn’t a case of the alarm not going off after an amber alert. What happened is that I put my phone on silent before going to sleep, knowing that my alarm set for 23:55 (in order to take a medication) would go off and wake me up. Instead, I woke up at 3:15 and discovered that an amber alert had occurred after I went to sleep (no sound occurred from the amber alert). My alarm sounded immediately after I dismissed the amber alert. As I understand it, an amber alert should have ignored silent mode and sounded anyway. Then it wouldn’t have been a problem because Ι would have heard it and dismissed it; then the alarm would have proceeded normally. If the amber alert is not supposed to ignor silent mode and simply shows up on the screen, then we have a problem, because it prevents a scheduled alarm from sounding as it normally would. That is a bug and not something I can play with from the alarm settings, because I have no control over when an amber alert occurs. This is a potentially serious problem, no matter how long it has been around, since it means that if amber alerts are enabled, the alarm is not reliable, which is a dealbreaker.
