Connect your iPad to its Power Adapter and allow the iPad to charge, undisturbed, for at least an hour. While still connected to external power, try a forced-restart:
If the iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.
If you continue to experience difficulties, you will need to seek assistance directly from from Apple Support. You can contact the Support Team using the Get Support link at top-right of this page. Alternatively, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to test and assess your iPad:

Apple tech called on the phone. Despite his helpfulness, the problem could not be resolved, and I ended up at Best Buy (authorized Apple service center). The onsite tech ran through simple procedures below but ultimately had to reset it back to the factory settings (which was done by the wizard behind the curtain). Fortunately for me, everything was backed up to the apple cloud so e-z, p-z setup this morning...like a brand-new pad. All data and apps are transferring over (although it is taking quite a while)...
According to the tech, no telling how or why the quagmire happened; I just happy a solution is on the horizon.
It’s good to hear that the problem has been resolved - albeit with assistance from an AASP technician.
Yours serves a perfect example of why keeping a current iCloud or iTunes backup is important. Should the unexpected occur, requiring reset of the device, restoration from the backup is straightforward.
