Use tabs in windows on Mac

I want to open multiple files on the same app in multiple tabs (rather than new windows)

I found this: Use tabs in windows on Mac - Apple Support (IL)

however, the instructions do not apply for v 12.6 on my mac

there is DOC & MENU BAR but no Desktop & Dock as in the instructions and so the rest of the procedure does not match as well. where can i find the up to date instructions?

by the way i find many instructions on apple support that do no work on my v 12.6

At the top of the page, change the OS version to Monterey.
