Does changing a review that has already been submitted change its popularity?

Where did the rate and review feature go on my iPhone and iPad? I use an iPhone and an iPad and have always been able to leaving rates & reviews for books on Apple UNTIL the last update. The rate and review is gone and mark as finished is in its place. I’ searched annd searched but do not find it. Any ideas of where it went? [Re-Titled by Moderator]

My App Store reviews have not been published for years. From 2010 through 2015 my App Store reviews had no problems being published. However since 2016, no reviews or ratings are saved or published. I have verified this by checking Media & Purchases > Ratings and Revies. This happens with all apps. If I leave a review (on iPadOS or iOS) I see the “sent” message pop up. If I just tap a star rating, I see the “submitted” message pop up. However, returning to the app listing for an app I rated or reviewed never shows the star rating populated, and clicking on the review link always result in an empty field rather than my previous review. This is true for reviews submitted 10 minutes ago or 5 years ago. It’s not a matter of waiting for it to be published by Apple. Could I have set a privacy setting years ago that is preventing my App Store ratings and reviews from being saved/published?

Why am I unable to rate iOS 16 App Store reviews that are not already rated as "Most Helpful"? This started with the last iOS update 16.1 (20B82). I am unable to rate a review in the App Store app unless it is listed in the "Most Helpful" section. Once I go to the "See All" section, I am unable to rate any reviews as Helpful or Not Helpful. Is this a new policy, a new bug, or am I under some sort of shadowban? I'm able write reviews, but that's it, other than rate the Most Helpful reviews Helpful or Not Helpful.

Written reviews allow users to share more detail about their experience with an app. Users can review iOS, iPadOS, and macOS apps on the app’s product page on their device, and review watchOS apps on their iOS device. If you choose to reset your summary rating, past reviews will continue to display on the product page.
