How to open screenshots in edit mode with latests tool selected by default

When I was using Monterrey and make a screenshot and then opened it - it was opened by default in edit mode with latest selected tool for editing, whether that was stretch or draw or crop or text.

Now, after updating to Ventura - the default behaviour is when I open a screenshot - it is opened in view mode and then if I wanna edit it - I would need to click on "markup" and then on the tool I want to use.

I looks like not a big deal, but when I work with hundreds of screenshots a day it adds some frustration and inconvenience.

I would appreciate if you could add open screenshots by default in edit mode.
