Is there a legal way to unlock a iphone without deleting the data

I have a unfortunate situation of a friend who suddenly lost a loved one recently due to an accident. The phone was recovered, but the provider was disconnected. As with most modern utility apps, all authorizations were handled on the phone, so the deceased person phone is effectively locked out. The only way to access the phone is to reset it and lose all the data. Is there a legal way to unlock the phone - it could be a notary order, or using a court order - kindly suggest. It would greatly ease the very difficult situation , my friend is facing at this moment in his time of grief. This happened in US and phone model is iPhone 13. Many thanks in advance.
