How to duplicate everything BUT messages on two iPhones?

I have an unusual use case and need some help. I’ve tried searching and Googling, but not finding the exact answer I need.


I currently have an iPhone 14 Pro Max 512GB, an iPad 11 Pro 512GB, a MacBook Pro and a few other devices. All are sharing the same Apple ID just fine.


I spend a lot of time in another country and my carrier’s data service is extremely slow there, so I got a SIM card in that country and bought an iPhone XR to use while there. The XR only has 128GB of storage, and I’m over that amount already on all my other devices.


I have about 50GB in messages; I do not want to delete any of them, but if I do not sync them to the XR during setup, the 128GB will be plenty for it. And I know that once it’s set up, I can turn off sync on that one device.


So, my question is: Is there a way to restore and sync everything EXCEPT messages during the initial setup process for the new phone? OR (even better), is there a way to sync Message from only certain contacts?
