iPad gen 8 restore error 4013

Is there any sequence of operations that has ever overcome this problem? While trying to restore a generation 8 iPad using a 2019 16-inch MacBook Pro running macOS 13.0, everything goes okay through "extracting software". The next step, "Preparing iPad for restore..." ran about five seconds before the error message appeared. Using a 2021 16-inch MacBook Pro running macOS 12.6.1 ran exactly the same, so the problem is undoubtedly in the iPad.
