If you have deactivated an Apple ID - or in Apple's terminology deleted it - then you can't recover it. The deletion is permanent.

This is noted in How to delete your Apple ID account - Apple Support

Deleting your Apple ID is permanent. After your account is deleted, Apple can't reopen or reactivate your account or restore your data.

Thank you very much David.

However, I didn’t initiate the deletion but Apple did due to suspected fraud to buy games on App. I wasn’t informed. I’d have objected. I really need to have my iTunes library.
