Photos not transferring from Mac to iPad with Apple Music

Both the Mac and iPad are up to date.

Connected the iPad, Slected the Photos tab. Clicked the Sync Photos box. Selected "Photos" as the source. Clicked on Selected Albums and then I selected several albums.

I've run the Sync repeatedly. Nothing changes and most of the selected Albums do not apear on the iPad.

No error messages.

47GB available. I'm not transferring that much.

Most - all? - of the photos probably exist on the ipad in Recent, My Photo Stream, and other albums with iPad album names. But the photos are highly organized on the Mac in different albums and I would like that organization to carry over to the iPad.

I'm dealing 135GB of photos and will not be using iCloud.

I also want to delete photos from the ipad that i want to retain on the Mac in Photos. Can that be safely done?

I managed to get the transfer to work within the Finder window. Had to turn off iCloud/Photos and then re-boot the iPad and re-attach to the Mac. The sync then worked outside of Files.

First, Apple Music has an option for transfering photos. It just doesn't work. If it's not intended to work, Apple should delete it.

Second, there is no Photos icon in the Files list within the iPad section of Finder, and so I cannot use Finder. I did successfully transfer a Pages document using finder.
