Once set up and configured it is potentially possible to use HomePod for peer to peer AirPlay without any other active Wi-Fi, but for controlling accessories, Siri, native music playback and so on, the HomePod needs to be connected to Wi-Fi, which is connected to the Internet.

No. HomePods need to be connected to wifi.
But maybe, can I make a hotspot (from some third device) to my iPhone and then set up HomePod mini, add HomeKit accessories, and disconnect from this hotspot?
Could it work that way?
