Options that appear in Settings > Cellular can vary based on your wireless provider. From the photo you provided, it appears that Cellular Data is not turned on. To use your cellular data network, you'll want to tap the gray toggle next to Cellular Data to enable that service. This information can also be found in the following article.

If the option to add a cellular plan isn't showing, you'll want to reach out to your carrier directly if you don't have a cellular plan associated to your account already or you're looking to make changes to cellular plan.
