Options that appear in Settings > Cellular can vary based on your wireless provider. From the photo you provided, it appears that Cellular Data is not turned on. To use your cellular data network, you'll want to tap the gray toggle next to Cellular Data to enable that service. This information can also be found in the following article.

If they have issues with the device, contact Apple Support once you know your carrier has an active plan and your account has no issues.
