Instagram recovery

I need to get into my old instagram account that I’ve had for over the last 10 years. I have so many friends memories and I feel so empty without it and not myself I need help someone put a two step factor authentication on it I’m thinking it’s my ex girlfriend who did but I know my account also had a scammer get me for 250$ on one of their phony get rich quick fraud investments

Facebook: I enter my username and password, then next screens says "We sent a notification to your iPhone 13. stole the account Apple ID hello everyone, my parents had their apple id account stolen and their two-factor authentication number changed. How can I restore access there via email or old number? because their all iPhones and iPads are on this account

Stolen Apple ID My Apple ID was hacked and stolen, they also made up a recovery key and Apple says there’s nothing they can do and basically the hackers now own my account. How can I even put a new Apple ID on my devices now? To take my old ID off my iPad and phone the account needs a password which I obvious don’t have. Am I now locked out of my ID, my photos (10 plus years of my kids etc) and now my brand new iPads and iPhone are unable to be used too? Surely there must be a solution to this or else Apple should just say all hackers welcome as it appears the system is set up to their benefit!
