My iPhone won't charge on my Macbook after updating to MacOS Ventura

I'm having similar issues between an M1 macbook pro (13.0.1) and an iPhone XR running 16.1.1. I don't know if it coincided with the 13.0 -> 13.0.1 update, but it was working fine with the betas and 13.0.

The phone charges fine through a usba brick, and charges with my intel mac (13.0) with the same usbc-lightning cable.

Both mac and phone have been rebooted.
