If my phone is up to date how can I update it

If your phone is telling you in the settings that it is up to date, then it is up to date, and cannot be updated any further. It might help if we knew which model phone you have and what iOS version you are currently running.

Whatever iOS you have now, is as far as the phone can be updated. No more updates are available for the model of your phone.
