My phone is disabled and is telling me to connect to iTunes. How do I do that with my iPad?

I need to use my phone but it says “phone is disabled, connect to iTunes” how do i go about that?

The iPad can't be used to restore it. Go to a computer with iTunes installed, or a Mac running Catalina or newer.
